18 de Abril Dia do Radioamador - Devemos comemorar?

Todos os dias 18 de Abril, radioamadores de todo o mundo realizam atividades comemorativas para celebrar o Dia Mundial do Radioamador. Esse dia é comemorado desde 1925 quando a IARU (União Internacional dos Radioamadores) foi fundada em Paris.

Mas, no Brasil, devemos comemorar?

É fato que em nosso país, quando falamos que somos radioamadores, a maior parte das pessoas não faz ideia do que estamos falando. Quando o fazem, muitos acham que somos um “clã” que reúne pessoas que se sentam na frente de um radiotransmissor e ficam conversando. Mas, por que pensam isso de nós?

Os radioamadores no Brasil, em sua grande maioria, não têm que lidar com situações de emergência de grande monta. Felizmente nosso país não é assolado por catástrofes naturais taís como terremotos, furacões, tornados devastadores, dentre outras. Nos lugares onde ocorrem esses eventos, a comunicação convencional acaba sendo interrompida por longos períodos justamente no momento em que ela passa a ser vital no auxílio ao atendimento das necessidades dos vitmados. Nessas situações, muitas vezes, o radioamador passa a ser o elemento principal que possibilita as comunicações de emergências. Sendo Poliana (personagem da literatura infantojuvenil e conhecida por sempre ver algo positivo em tudo), é bom que sejamos desconhecidos ou conhecidos por apenas ficarmos conversando uns com os outros. Significa que está tudo bem. Mas não é bem assim...

Temos evidências de que vários setores do nosso país estão convergindo rumo a catástrofes antrópicas anunciadas. E por antrópicas, entenda-se devidas à ação ou falta de ação do homem na prevenção de um mal previamente anunciado. E, por homem, entenda-se o indivíduo ou o governo.

Ao voltamos nossa atenção para o setor educacional, a percepção geral é de que estamos em um estado de latente declínio há muitos anos.  A maioria da população brasileira só tem acesso ao ensino público apenas nos níveis fundamental e médio. Mas, sem um fundamento de qualidade, é utopia desejar que essas pessoas possam competir em caráter de igualdade, sem a necessidade de que concessões de ordem racial ou de renda lhe sejam feitas para que tenham acesso ao ensino superior. E, ao alçarem para o ensino superior, acabam não tendo fundamentos sólidos para receber os novos ensinamentos.

Sem entramos no mérito (mais apropriadamente demérito) da questão, o fato é que vivemos vários tipos de catástrofes em nosso país. Temos catástrofes nos setores de saúde, em vários setores sociais, na política, nas áreas tributárias, etc. Porém, a raiz da maior parte dos problemas no Brasil parece ser mesmo a catástrofe educacional em que vivemos. É a falta de educação não só no sentido acadêmico, mas no sentido amplo da palavra.

Esse não é um problema isolado do Brasil. Em muitos países, a educação vem passando por sérios problemas, e pior ainda, existem lugares onde a educação parece ser ruim por ações deliberadas dos governantes. Não acreditamos que esse seja o caso do Brasil. É mais provável que grande parcela de nossos governantes e legisladores, por representar a população brasileira, também não teve acesso à educação de qualidade e, assim, possa achar que um pouco já é muito. Seria apenas uma questão de referência. Ou talvez, seria um nivelamento “por baixo”.

Mas há exemplos isolados onde pessoas têm trabalhado em projetos educacionais que visam estimular o interesse de estudantes de todos os níveis nas áreas de Ciências, Tecnologia, Engenharia e Matemática (STEM). É o ensino em STEM que forma profissionais nas áreas que mais fortalecem a economia e desenvolvimento de um país. Os países mais desenvolvidos já se deram conta disso há muito tempo. Existem programas bilionários de agências espaciais onde há sempre um ramo, um experimento, uma atividade voltada para a educação, para o ensino de crianças! Crianças???

São nas crianças que devemos estimular a curiosidade pelo descobrimento do novo. É nelas que devemos orientar pela busca do conhecimento, pelo respeito à aqueles que ensinam. Não é fácil mudar um jovem que, ao longo da sua carreira acadêmica, já possua vícios, tais como o famoso “copiar e colar”. Não é fácil ensinar um jovem que, ao longo da vida, não aprendeu desde a sua infância a respeitar o mestre em sala de aula.

Isso não significa que a juventude está perdida. Felizmente não devemos e nem podemos generalizar. Há jovens nos mais diversos níveis de escolaridade que, em função de estímulos externos ou de uma aptidão nata, estão totalmente capacitados para absorverem o conhecimento do novo quando são devidamente estimulados ao serem expostos à novos desafios. E isso torna-se um círculo virtuoso. Quanto mais aprendem, mas descobrem que há muito mais para ser aprendido. E mais entendem a importância do ensinar com qualidade.

O radioamadorismo, por ser um hobby tecnológico, científico e social, tem muito para oferecer a todos os níveis do ensino. Uma simples demonstração da capacidade de se comunicar com outros países, por exemplo, dá margem à exposíção de teorias que podem passear por diversas áreas do conhecimento, tais como física, eletricidade, ótica, acústica, clima espacial, meteorologia, eletrônica, informática, geografia, organização política, história, etc. Basta saber estabelecer as conexões. A chave é INTERDISCIPLINARIDADE! Além disso, o radioamadorismo oferece a oportunidade de se aprender fazendo, de forma descontraída e interessante. Um radioamador  pode desenvolver projetos educacionais de forma independente ou em parceria com um professor em uma escola local. Quanto maior o número de radioamadores desenvolvendo projetos, maior o efeito multiplicador. Um radioamador pode fazer muito para ajudar no combate à catástrofe educacional. E novos radioamadores podem fazer muito mais! Nesee quadro, é fácil imaginar a mudança do conceito geral sobre o que é um “radioamador”.

Para se tornar radioamador é necessário estudar a legislação e ética operacional e se submeter a um teste oficial. Sendo aprovado, obter o COER (certificado de operador de estação de rádio) e solicitar a outorga para o serviço de radioamador. É um processo natural, simples, mas recentemente estamos tento alguns problemas. Os governantes não tem dado a devida atenção ao Serviço de Radioamador. São percebidas ações que, voluntária ou involuntariamente, dificultam aos radioamadores se manterem ativos no serviço outorgado. Podemos citar o paradoxo da falta de comunicação com a própria agência reguladora das (teles) comunicações, a ANATEL, que dificulta a resolução de eventuais pendências. A falta de “disponibilidade” ou flexibilidade da citada agência no que se refere à aplicação de exames para a obtenção do COER, dificulta muito para aqueles que desejam ser um radioamador devidamente regularizado.

E, sim, há muitos que demonstram interesse em se tornar um radioamador porque foram incentivados por pessoas próximas, amigos ou por puro interesse no “treinamento próprio, intercomunicação e investigações técnicas”, sem visar “qualquer objetivo pecuniário ou comercial”, na forma que está escrito na legislação.

Mas, voltando à pergunta inicial: no Brasil, devemos comemorar o dia do Radioamador?

Nos dias de hoje, as comunicações estão num patamar muito evoluído, popularizado com os celulares de última geração, com acesso pleno à internet. Há uma “dependência boa” do sistema atual de comunicação, tão grande é a sua utilidade e importância. Mas para se comunicar com alguém, nesse sistema evoluído, é necessário depender de muita gente: a começar das geradoras de energia, das torres de celulares, das redes de dados. E quando houver falha desse sistema, quando a comunicação se tornar estritamente necessária, há ainda opção de poder contar apenas com uma pessoa: o radioamador.

Então, respondendo à pergunta: SIM!!! Devemos comemorar! Devemos lembrar a todos, radioamadores ou não, do que somos capazes, do que podemos fazer, da importância que é sabermos estabelecer comunicações nas mais diversas situações, sob as mais diversas condições, com um detalhe muito importante: somos dependentes apenas de nós mesmos!

E não se esqueçam que ser um radioamador significa ser um potencial colaborador para a minimização da catástrofe educacional na qual se encontra o nosso país.

Temos que ter orgulho de sermos radioamadores. Podemos fazer muito para ajudar nosso país, apesar dele ainda não saber. Depende apenas de nós mesmos mostrarmos isso!

Every day April 18, radio amateurs from all over the world hold commemorative activities to celebrate World Amateur Radio Day. It is a fact that in our country, when we say that we are amateurs, most people have no idea what we're talking about. When they do, many find that we are a "clan" that brings together people who sit in front of a radio transmitter and are talking. But why think that from us? Hams in Brazil, for the most part, do not have to deal with large amount of emergency situations. Fortunately our country is not plagued by natural disasters such as earthquakes, hurricanes, tornadoes devastating, among others. In places where these events occur, the conventional communication ends up being stopped for long periods just when it becomes vital in helping to meet the needs of vitmados. In these situations, often the ham happens to be the main element that enables the emergency communications. Being Pollyanna (character of children and youth literature and known to always see something positive in all), it is good that we are unknown or known to stay just talking to each other. It means that everything is fine. But it is not so ... We have evidence that various sectors of our country are converging toward announced anthropogenic disasters. And by human, meant due to the action or lack of human action to prevent an evil previously announced. And, man, we mean the individual or the government. When we turn our attention to the education sector, the general perception is that we are in a state of latent decline for many years. Most of the population has access only to public education only at primary and secondary levels. But without a quality foundation, is utopia you want these people to compete on equal character, without the need for racial order of concessions or income are asked to have access to higher education. And the alçarem for higher education, end up not having solid foundations to receive the new teachings. Without entered the merits (more appropriately demerit) of the question, the fact is we live in various types of disasters in our country. We have disasters in health sectors in various social sectors, in politics, in tax areas, etc. However, the root of most problems in Brazil seems to be the same educational catastrophe in which we live. It is the lack of education not only in the academic sense, but in the broader sense. This is not an isolated problem in Brazil. In many countries, education is undergoing serious problems, and even worse, there are places where education seems to be bad for deliberate actions of the rulers. We do not believe that this is the case of Brazil. It is more likely that a large proportion of our leaders and legislators to represent the Brazilian population, also did not have access to quality education and thus may find that a little is a lot. It would be only a matter of reference. Or maybe it would be a leveling "below". But there are isolated instances where people have been working on educational projects aimed at stimulating the interest of students of all levels in the areas of Science, Technology, Engineering and Mathematics (STEM). It is teaching in STEM how professionals in the areas that strengthen the economy and development of a country. Most developed countries have realized this long ago. There are billionaires program space agencies where there is always a branch, an experiment, one activity aimed at education, for teaching children! Children ??? Are the children that we should stimulate the curiosity for the new discovery. It is here that we must be guided by the pursuit of knowledge, respect to those who teach. It is not easy to change a young man who, throughout his academic career, already have vices, such as the famous "copy and paste". It is not easy to teach a young man who, throughout life, not learned from his childhood to respect the teacher in the classroom. This does not mean that youth is lost. Fortunately we must not and we can generalize. There are young people in all levels of education which, according to external stimuli or a cream fitness, are fully able to absorb the new knowledge when they are properly stimulated by being exposed to new challenges. And that becomes a virtuous circle. The more they learn, but find that there is much more to be learned. And most understand the importance of teaching quality. The amateur radio, as a technological, scientific and social hobby has plenty to offer all levels of education. A simple demonstration of the ability to communicate with other countries, for example, gives rise to exposure of theories that can wander through different areas of knowledge, such as physics, electricity, optics, acoustics, space weather, meteorology, electronics, computer science, geography , political, history, etc. Just wondering establish connections. The key is INTERDISCIPLINARITY! In addition, amateur radio offers the opportunity to learn by doing, in a relaxed and interesting way. An amateur can develop educational projects independently or in partnership with a teacher at a local school. The greater the number of hams developing projects, the greater the multiplier effect. An amateur can do much to help combat educational catastrophe. And new hams can do more! Nesee framework, one can imagine the change of the general concept of what is a "ham". To become amateur is necessary to study the legislation and operational ethics and undergo an official test. Being approved, get the COER (radio station operator certificate) and request the grant for the amateur radio service. It is a natural, simple process, but recently we try some problems. The rulers have not given due attention to the Amateur Service. Are perceived actions, voluntarily or involuntarily, make it difficult for amateurs remain active in service granted. We can cite the paradox of the lack of communication with the regulatory agency itself of (telcos) communications, ANATEL, which complicates the resolution of any disputes. The lack of "availability" or flexibility of said agency with regard to the application of tests to obtain the COER, makes it very difficult for those wishing to be a duly executed amateur. And yes, there are many who show interest in becoming an amateur because they were encouraged by close people, friends or pure interest in the "own training, intercommunication and technical investigations", without aiming at "any pecuniary or business purpose" in the form that is written in the law. But back to the original question: in Brazil, we should celebrate the day of the Amateur Radio? Today, communications are a very evolved level, popularized with the latest mobile phones with full internet access. There is a "good dependence" of the current communication system, so great is its usefulness and importance. But to communicate with someone, that evolved system, you must depend on a lot of people: the start of power generation, cell towers, data networks. And when there is failure of this system, when communication becomes strictly necessary, there is option to count only one person: the amateur. So, answering the question: YES !!! We must celebrate! We must remind everyone, amateur or not, what we can, what we can do, is that we know the importance establish communications in different situations, under different conditions, with a very important detail: we are dependent only ourselves! And do not forget to be a ham means to be a potential contributor to minimizing the educational catastrophe in which it is our country. We have to be proud to be amateurs.
